Why do I get horrible RAZOR BURN?

Every time I shave my legs (in the shower) i get lots of cuts and really bad razor burn! I don't press to hard or anything, and I use sensitive skin razors and shaving cream. I've tried almost every razor out there and still get razor burn! I despise electric razors because they never make my legs smooth. HELP!
