What are these tiny white bugs everywhere?

I found these tiny white bugs all over my cats food and water dish, they were on the counter so the bugs we too and they were on the fish tank and jars. They seem to cluster up in water but still move, i wouldnt have noticed them if i didnt see them in the water or the blue dishes. They are very tiny and very hard to tell what they look like exactly but they are a white color and are hard to notice unless your really looking.
